The 11th plenary meeting of the 11th Shandong Provincial Party Committee, which just concluded, emphasized the full implementation of the "chain system" to build a leading international and domestic industrial internet base and to vigorously cultivate local multinational companies promoting open cooperation in the field of new infrastructure, expanding agricultural opening to the outside world, and cultivate an open industrial chain.

"Chain system" is an institutional innovation that strengthens the responsibility of the industrial chain. In the process of industrial development, upstream, midstream and downstream enterprises can only enhance the overall strength of the industry chain through integration and coordinated development, but the actual situation is often that local industrial cluster development is headless and lacks a responsible person. According to public information, the new "chain system" lies in the new governance responsibility shouldered by the local government under the special background of the new economic normal, which is an extension of the government's economic governance power. The "chain system" implements regional leaders as the main responsible persons, forms the responsible body of the industry's public management and related collaboration mechanisms, and promotes the optimization of collective efficiency across enterprises, industries, regions, and administrative departments. By intervening in the communication and coordination links of upstream and downstream enterprises in the industrial chain, the “chain system” is used to accurately exert force in the fields of factor guarantee, market demand, and policy assistance to form a long-term mechanism for stability, development, and improvement.

In June this year, Dezhou City, Shandong Province issued the "Working Plan on the Implementation of the Industrial Chain System" , and determined to implement the industrial chain leader responsibility system. The major chain leader is served by the municipal party secretary Li Meng and the mayor Yang Hongtao. The leader of the secondary industry chain shall be the municipal leading comrade. The plan clarifies the key tasks of 9 aspects including promoting the coordinated development of the supply chain industry chain and promoting project construction.

The plan pointed out that the implementation of the long chain of the industrial chain is an important deployment of the three-year action of the Dezhou Municipal Party Committee and the Municipal Government to promote the construction of a new industrialized strong city, and an important measure to promote the high-quality development of Dezhou City. We must work together to fight the modernization of the regional industrial chain, accelerate the improvement of the industrial chain level and competitiveness, and create a batch of industrial clusters, industrial bases, leading enterprises and leading products with Dezhou characteristics and influence in the Beijing-Tianjin-Hebei region. Strive to form six industrial clusters of more than 40 billion yuan, and strive to be the vanguard of advanced manufacturing in the Beijing-Tianjin-Hebei region.
