Jilu Tong is a communist party member and senior economist. He graduated from Beijing university of posts and telecommunications in 1987 with a master's degree in business administration. In 2009, he obtained a doctorate in management from the Hong Kong Polytechnic university and now he is the chairman of China Tower.

China Tower is established to implement the strategy of "network power", deepen the reform of state-owned enterprises and promote the resources sharing under the background of telecommunication infrastructure. It is a large state-owned telecommunication tower infrastructure service enterprise established by China Mobile Communication Company Limited ("China Mobile Company"), China United Network Communications Corporation Limited ("China Unicom Corporation") and China Telecom Corporation Limited ("China Telecom"). The company is mainly engaged in the construction, maintenance and operation of communication tower and other base station supporting facilities, high-speed subway public network coverage, and large indoor distribution system. On December 5, 2018, China Tower was awarded the 8th Hong Kong International Finance BBS and China Securities Golden Bauhinia Award for the most valuable listed company.
